Probably not... unless the other driver cannot drive very well.
The truth is that the 170 hp rating of a JDM spec engine is created using the JDM ECU... which is tuned for much higher octane fuels than we have commercially available here in the US. This means that you will lose a few ponies when it is run in a USDM vehicle...
